Updating kernel doesn't warn about reinstallation

Normally on an etch system, when I install an updated kernel with the
same ABI, I get a warning that I need to reboot RSN. This doesn't seem
to happen with the etchnhalf kernels in proposed-updates.

Haven't done much digging yet, but is this an expected behaviour or
something that's been missed out?
